A Safe Home Can Become the Foundation for Recovery

Some vulnerable individuals and families do not need institutional accommodation. They may already have access to a safe piece of land or family property, but lack the financial resources to construct a basic, secure home. In these cases, community-based housing can preserve family connection, reduce unnecessary institutionalisation and create a stable base from which a household can rebuild.

Ongoing programme target

The programme is designed as a continuous intervention, with a target of supporting approximately 50 qualifying individuals and families in each implementation period. New groups of households may be supported in subsequent periods as resources, assessments and construction capacity allow.

Proposed housing model

Depending on land conditions, local building standards, safety assessment and available resources, assistance may include a modest house built using locally appropriate materials, with roofing estimated at approximately 25 iron sheets per supported household. Final designs and material quantities should always follow site assessment, local requirements and safe construction practice.

Support may include

  • Basic construction materials
  • Roofing sheets and timber where approved
  • Doors and windows
  • Labour or community-supported construction
  • Mattresses and bedding
  • Basic household utensils
  • Sanitation improvements where feasible
  • Other essential household items based on assessed need

Who may be considered

Potential beneficiaries may include elderly persons, families affected by severe poverty, survivors rebuilding after crisis, former street-connected households and other vulnerable people who have access to a safe and suitable place where housing can be developed.

Assessment considerations

  • Safety and suitability of the proposed site
  • Evidence of lawful permission to build
  • Household vulnerability and urgency
  • Whether housing is the most appropriate intervention
  • Availability of funds and materials
  • Safeguarding or protection risks
  • Ability to maintain the home and remain safely in the community Important The programme should avoid promising a fixed house design or exact material package until technical assessment, permissions and funding are confirmed for each household.
